Delegate Upson moved to amend the bill on page 5, section 2a, line 101, after the word “state” by inserting the following:

“or at a military installation within fifty air miles of the West Virginia border”

And on page 5, section 2a, line 102, after the word “state” by inserting the following:

“or at a military installation within fifty air miles of the West Virginia border”.
